Civil 3D 2007 includes new drawing templates. Six of them are based on the National CAD Standards version 3.1.

TS1056149 describes the specifics of these six templates.
Base contains only one style for each object.
Extended contains many styles for each object.
Classic replicates the look of Land Desktop.
